Top of headlight projection too low

2018 GT2 AWD. Low beams are too low. High beams are fine. The top of the light projection is too low. Can this be a self leveling issue? When driving on dark hwy with no traffic the distance of vision is not sufficient due to the top of light projection being too low thus not enough distance
